These are the foremost powers in the world in modern times. They dominate global affairs and have vast armies and alchemical factories.

Spanish Empire

The disputed master of the world. From the capital of Madrid the Spanish Emperor rules an empire that spans across most of South America, the western coast of Africa, and multiple large territories in Asia. Spanish alchemists retain a distinct edge over their peers, the Spanish army is the largest in the world, and it’s treasury is overflowing with alchemical wealth.

Kingdom of France

France did not benefit from being so close to Spain. It has fought many wars with the larger empire over its territory, and in fact much of what was once France is now nominally Spanish. Though Europe being what it is reality often does not match who the owner is one paper. In modern times France retains Paris and its northern coast, but most of its holdings are in North America and central Africa where it competes with Britain for regional dominance.

British Empire

With the waves isolating it from Europe and a strong naval tradition the British Empire was well situated for taking advantage of the alchemical advances. Although Estrada’s Curse did eventually render most of the British isles uninhabitable the extra time allowed Britain to establish a dominant position in North America, and it remains the only European power besides Spain to retain territories on the Asian mainland. As such the British Empire usually takes the lead in the alliance opposing Spain, though occasionally France will contest that position.

Austrian Empire

With no coast to flee from Austria suffered heavily from Estrada’s Curse. Much of its population was lost in increasingly desperate efforts to keep its land free from blight. Austria’s salvation came with the development of airship technology and in modern times most of Austria’s population lives in the skies in massive airship flotillas that touch down only infrequently to mine its former territories. As such it is the world leader in airship technology and most mercenary forces use Austrian zeppelins as bases.

Secondary Powers

For one reason or another these nations failed to benefit from the advancements in alchemy as much as the great powers. Compared to most non european powers they remain extremely strong, but they are overshadowed by the great powers.

Kingdom of Italy

Fragmented and controlled by other powers Italy never really stood a chance during the colonization rush that occurred as the European powers fled the continent. It’s African holdings are small and poor, and the monarchy is weak. Italy’s only real claims to power are the fact that it is the location of the headquarters of the mercenary guild, and many regiments are raised there. Thus why Condottieri has been popularized as the term of choice for that occupation.

Duchy of Prussia

Most of the German princedoms were too small to withstand the tide of alchemical fury washing Europe. Most of them transitioned into becoming one of the various mining guilds that now roam the metallic wastes. Only Prussia survived as a sovereign power. The bulk of its population resides in its African holdings which provide miners to tend to Prussian crawlers throughout northern Europe.

Kingdom of Sweden

Sweden retains control of Scandinavia through total ruthlessness. Any alchemical outbreaks are immediately purged and shipping must undergo a period of quarantine. Thus Sweden maintains some of the only inhabitable land remaining in Europe and along with its handful of islands overseas its status as a great power. However this comes at a great economic cost, which prevents it from truly capitalizing on its position.

Kingdom of Poland

Poland exists mostly as a testament to the way Estrada’s Curse has unhinged European politics. Although politically and militarily weak none of its neighbors has attempted to invade it as seizing territory in Europe is an expensive and often worthless risk. Unable to gain any overseas holdings, but just strong enough to avoid complete dissolution the Polish kings maintain a shaky course holding on to the coastline and important cities.

Foreign Powers

These nations benefit from the advancements of alchemy and have large territories free from an alchemical corruption. They are generally fairly strong, but more or less uninterested in European conflicts.

Tsardom of Russia

Fortunately for Russia its position at the far end of Europe meant that it had time to see what was coming. In addition the influx of refugees fleeing Estrada’s Cruse allowed it to modernize at a great pace. This eventually led to the creation of Peter’s Wall. A massive line of alchemical fortresses that stabilize the land and prevent the movement of Estrada’s Curse further East beyond Russia. Safe behind its wall the Tsars send out their miners into Europe and concentrate their political efforts towards Asia.

Ottoman Empire

The European powers expansion into Africa as they fled Estrada’s Curse came at the expense of the Ottoman Empire. All of its African territories were lost, and for a time things looked bleak for the empire. However in the 17th century a series of strong sultans redoubled their efforts and solidified their position in their remaining holdings. Ottoman alchemists advanced greatly and in alliance with the Tsardom of Russia completed the line of alchemical fortresses walling Europe off from the rest of the world. In modern times the Ottoman Empire’s alchemists are second only to Spain, but like Russia its political efforts are focused eastward rather than towards the dying continent.

Qing Dynasty

Traders from Europe brought tales of destruction and devastation which gave the Qing dynasty a much needed infusion of direction at a time when corruption and rebellion were rampant. With a strong example of how not to do things and why the Chinese Imperial Tradition was truly divinely inspired the Qing Dynasty directed its efforts towards researching the alchemical blight and ensuring it never occurred in Asia.

By the time the European powers had moved their populations into their colonies and were ready to move into Asia the Qing Dynasty was ready for them. With a strong alchemical tradition of its own the dynasty has established China as the foremost power in Asia and prevented European interests from gaining a major foothold in the area.

NPC Rules

The main goals of the NPCs is to gain the most prestige and destroy their rivals. Prestige can be gained and lost in small quantities by gaining and losing assets, or in much larger values by winning or losing wars. Therefore the NPCs main activities focus on gaining assets, destroying their rivals assets, and ensuring that they have sufficient forces and allies to win a war with their enemies.

Assets
The main component that drives this is the Asset. Every turn each asset will provide an NPC with 5 wealth to use in its plans. Gaining an asset will give the NPC 0.2 prestige, and losing one will cost it 0.4 prestige. As such NPCs take losses very seriously.

Creating and maintaining an asset requires four steps, which are the primary method of contract generation. First an asset site must be located. Second the NPC must stake their claim on the site. Third the NPC must invest in the appropriate infrastructure to put the Asset in working order. And finally the NPC must maintain a guard on that asset to keep enemies for destroying it.

Secrets
In addition to assets, wealth, and prestige NPCs also have secrets. Secrets can be used to purchase nation wide traits, improve the equipment available to the NPC, locate enemy assets, or hide their own assets more securely. The only way for an NPC to gain a secret is to be given it by a mercenary or alchemist faction.

Factions
Each NPC is divided into several factions, which focus on various aspects of the NPC. Each faction will attempt to issue contracts to improve its own assets. Only the best of these will be shown at each turn, but they are all available on request.

These factions are the source of most stats as each one can give up to 1 stat per 5 assets it possess per turn as a reward for a contract. However each faction can only give out stats that correspond to its own sphere of influence.

War

Each time an NPC is attacked, loses an asset, or otherwise suffers embarrsement it gains tension with the offending NPC. Once this tension becomes high enough it will declare war. When this happens it effectively functions as a substantially larger mercenary regiment. Each individual faction will distribute its assets between its spheres of influence with each asset becoming 5 of the pertinent stat. Royal and Imperial factions get 5 of each stat per asset.

The NPCs start the war with a number of grunts equal to their recruitment however each one is treated as trained and automatically has whatever equipment is standard for that NPC. Royal factions start with veteran grunts, and Imperial factions gain elite grunts.

The NPCs involved in the war will then conduct the war according to the following levels.

10 Tension - Border Skirmish
Both NPCs wager 5 prestige. One turn of battle is conducted and the winner gains the prestige pot and 2 assets from the loser. However the loser gains 5 tension. Royal and Imperial factions will not engage in border skirmishes. NPC allies cannot be called.

50 Tension - Small War
The NPC declaring the war will declare a target number of assets and prestige it wishes to gain. The NPCs will then fight for a maximum of three turns. The NPCs involved can make a peace settlement any time before that. However at the end of three turns the NPC with the most success in battle can dictate terms up to the number of assets and prestige initially declared. NPC allies cannot be called.

100 Tension - Great War
The NPC declares total war on its opponent. War continues until one side forces the other to accept peace terms. Losing side cannot be forced to give up more than half of its assets and prestige. NPCs can be destroyed during the course of the war however.
